Tapo C200 won't reset - Smart Home Community

I have a Tapo C200 that stopped responding after going thru recent firmware update. (1.36 to 1.39)   I have tried to do the reset but it does not help. I can see device in WiFi to add back. 

What should I do if I fail to configure Tapo Camera?
